The UK and US have signed a key commercial pact that will maintain zero import taxes on UK drug exports going into the American market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has agreed to boost spending on pharmaceuticals through the National Health Service (NHS). This commitment secures that import taxes on these key goods will stay at zero for a period of the next three years.

This deal is in response to recent warnings to hike duties on patented pharmaceutical products, with potential rates discussed as high as double the cost.

"This arrangement between the United Kingdom reinforces the international landscape for new treatments and brings long-overdue fairness to American-British medicine commerce," an announcement noted.

Economic Significance

Drugs represent one of the UK's most significant exports to the US, which is easily the largest destination for large companies like GSK and AstraZeneca.

Trade data indicate that in the one-year period prior to the third quarter, the UK shipped medicines valued at over eleven billion pounds to the US. This figure represented nearly one-fifth of total UK exports in that timeframe.

"This deal protects jobs, boosts funding and facilitates the UK to establish itself as a worldwide center for biotech and pharma," a government official remarked.

Specific NHS Changes

The agreement involves several specific changes from the British government:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it deems new therapies to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to increase overall NHS spending on treatments from 0.3% of the national economy to 0.6 percent over the following ten-year period.
  • Payback Limit: The amount drug companies must pay back to the NHS to stay within budget will be capped at fifteen percent. Last year, repayments were more than twenty percent.

Broader Context

The pact comes amid a ongoing tension between the drug companies and the ministers over medicine costs and regulatory access.

This friction were heightened by arguments that US consumers were paying a premium for the identical medicines than consumers in the Britain and the EU.

Recently, several major drug company projects in the UK have been paused or abandoned, while substantial investments have been announced toward projects in the United States.

The Science Minister stated that the NHS had to increase expenditure on medicines, noting that its budget allocation on drugs had shrunk as a percentage of its overall budget over the past decade.
